REQUEST FOR EXPRESSIONS OF INTEREST

TENDER No.ME/021/2015-16/SWIOFish/C/01 PROVISION OF CONSULTANCY SERVICES TO CONDUCT INSTITUTIONAL SUPPORT AND TECHNICAL BACKSTOPPING FOR PRIORITY MARINE FISHERIES RESEARCH IN TANZANIA

This invitation for Expression of Interest (EoI) follows the General Procurement Notice for the South West Indian Ocean Fisheries Governance and Shared Growth program – SWIOFish that was published in the Development Business, issue No. WB 4892 of October, 2015.

The Government of United Republic of Tanzania has received a Credit from the International Development Association (IDA) towards the cost of the SWIOFish program and intends to apply part of the proceeds for the consultancy Institutional support and technical backstopping for priority marine fisheries research in Tanzania

The objective of the consultancy services will be to provide technical backstopping to the SWIOFish Tanzania Project Research Committee (PRC) in respect of priority marine fisheries research activities conducted under the SWIOFish project, with the aim of contributing a broader regional/international perspective, experience and expertise in ensuring high quality research outputs.

The priority marine fisheries in question are tuna and tunalike species; small pelagics; prawns; octopus; and reef fisheries.

The services include:-

i)     Consult closely with Directors of SWIOFish Tanzania implementing agencies for Mainland Tanzania and Zanzibar and the SWIOFish Project Research Committee (PRC).

ii)    Provide Technical backstopping to the SWIOFish Project Research Committee (PRC) during preparation of ToRs for marine fisheries research tasks, in reviewing proposals submitted by research institutions, and reviewing research outputs;

iii)  Maintain regular liaison with national research institutions and researchers approved by the PRC to implement SWIOFish research activities;

iv)  Provide Mentoring and capacity building to PRC members

The Ministry of Agriculture, Livestock and Fisheries (MALF) now invites eligible and qualified consultants firms to express their interest in providing the specified service.  Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers; January 2011 revised July,2014.The Procurement Method will be Consultant Qualification Selection (CQS).

Interested consulting firms may obtain further information at the address below during office hours from 08:00 to 15:30 hours on Mondays to Fridays except on public holidays.

Expression of Interest in one original plus two (2) copies enclosed in a sealed envelope, clearly marked “TENDER No.ME/021/2015-16/SWIOFish/C/01 Expression of Interest to Conduct Institutional support and technical backstopping for priority marine fisheries research in Tanzania”must be delivered to the address below by 10.00 hours local time on Tuesday 12^thApril, 2016 at Mvuvi House Room No. 2. Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
