Assignment Title: PROVISION OF CONSULTANCY SERVICES TO CONDUCT
HOUSEHOLD SURVEYS IN SELECTED COASTAL FISHING COMMUNITIES IN MAINLAND TANZANIA
& ZANZIBAR, TO ESTABLISH A BASELINE DATASET FOR ASSESSING IMPACT OF THE
SWIOFish PROJECT

The Government of
the United Republic of Tanzania has received
financing from the World Bank toward the cost of the South West Indian
Ocean Fisheries Governance and Shared Growth program – SWIOFish, and intends to apply part of the proceeds for
consulting services.
The
consulting services (“the Services”) include
To establish a
statistically robust, representative baseline dataset for indicators relevant
to household economic status in selected coastal communities in Mainland
Tanzania and Zanzibar, towards the goal of assessing, in future, the impact of
SWIOFish project implementation.
The Scope of Work
and responsibilities of the Consultant will be:
- The consultants will devise a detailed, statistically robust sampling strategy and plan for the survey.
- The Consultants will list all households to be sampled in identified sampling areas, as per the approach outlined.
- the consultancy firm will prepare a draft questionnaire survey instrument including exact phrasing of questions and response codes
- The consultants will prepare an Inception Report containing a detailed approach and methodology, covering
- Household surveys will be carried out in selected coastal fishing communities on the Mainland and Zanzibar, as per the approach, methodology and implementation plan in the approved Inception Report
- The Consultants will implement data entry as per the program outlined in the Inception Report
- Consultants will conduct analysis of data from the household surveys and compile a draft final report for submission submitted to the PIUs for comment. PIUs will provide feedback which the Consultants will address and submit a revised report for final approval
- The consultant will organize a session for dissemination and validation of results with key stakeholders in addition to MLF and MANRLF (such as LGAs, social development, statistics and others as relevant)
The Ministry of
Livestock and Fisheries (MLF) now invites eligible consulting firms
(“Consultants”) to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services.
The
selected consultancy firm will need to have a track record of having undertaken
similar kind of surveys in Tanzania or elsewhere. The selected consultancy firm
will need to demonstrate its experience both in quantitative and qualitative
research techniques, particularly as applied to rural (preferably coastal)
populations.
The
firm must meet the following minimum requirements:
- Minimum 10 years’ experience implementing household-level surveys of similar scale;
- Experience working on fishery-related surveys or surveys with coastal communities preferred
- Strong capacity and experience in planning and organizing survey logistics
- Strong capacity in data management and statistical analysis.
- Strong knowledge in the following software: XXX, SPSS and STATA, or similar ones
In
addition to the above consultancy firm experience, the firm will also need to
provide a capable team for the assignment. The minimum qualifications of the
key staff are:
- Principal investigator and research project coordinator who will be the primary person responsible for the technical work and will manage the design and implementation process. At least 8 years of experience in the preparation of surveys, preferably with experience in the Eastern African context.
- Statistician with a track record on quantitative surveys and analysis and proficient in multivariate analysis and in manipulating large data sets.
- Social scientist with a track record in using qualitative methods and data analysis. Knowledge of Swahili is preferred
- Field enumerators should have at least two years’ experience of field work and be fluent in Swahili. All field staff should have at least a college degree and have significant experience with in-depth interviews and focus group discussions.
- Additional staffing requirements will be left to the contractor to determine based on the methodology and approach proposed.
The
attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank’s Guidelines:

revised July,2014 by World
Bank Borrowers [(“Consultant
Guidelines”), setting forth the World Bank’s policy on conflict of
interest.
A Consultant will be
selected in accordance with the Consultant
Qualification Selection (CQS)
method set out in the Consultant Guidelines.
