REQUEST FOR EXPRESSIONS OF INTEREST



Assignment Title:  PROVISION OF CONSULTANCY SERVICES TO CONDUCT HOUSEHOLD SURVEYS IN SELECTED COASTAL FISHING COMMUNITIES IN MAINLAND TANZANIA & ZANZIBAR, TO ESTABLISH A BASELINE DATASET FOR ASSESSING IMPACT OF THE SWIOFish PROJECT

The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the South West Indian Ocean Fisheries Governance and Shared Growth program – SWIOFish, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include

To establish a statistically robust, representative baseline dataset for indicators relevant to household economic status in selected coastal communities in Mainland Tanzania and Zanzibar, towards the goal of assessing, in future, the impact of SWIOFish project implementation. 

The Scope of Work and responsibilities of the Consultant will be:

  1. The consultants will devise a detailed, statistically robust sampling strategy and plan for the survey.
  2. The Consultants will list all households to be sampled in identified sampling areas, as per the approach outlined.
  3. the consultancy firm will prepare a draft questionnaire survey instrument including exact phrasing of questions and response codes
  4. The consultants will prepare an Inception Report containing a detailed approach and methodology, covering
  5. Household surveys will be carried out in selected coastal fishing communities on the Mainland and Zanzibar, as per the approach, methodology and implementation plan in the approved Inception Report
  6. The Consultants will implement data entry as per the program outlined in the Inception Report
  7. Consultants will conduct analysis of data from the household surveys and compile a draft final report for submission submitted to the PIUs for comment. PIUs will provide feedback which the Consultants will address and submit a revised report for final approval
  8. The consultant will organize a session for dissemination and validation of results with key stakeholders in addition to MLF and MANRLF (such as LGAs, social development, statistics and others as relevant)



The Ministry of Livestock and Fisheries (MLF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.



The selected consultancy firm will need to have a track record of having undertaken similar kind of surveys in Tanzania or elsewhere. The selected consultancy firm will need to demonstrate its experience both in quantitative and qualitative research techniques, particularly as applied to rural (preferably coastal) populations.



The firm must meet the following minimum requirements:

  • Minimum 10 years’ experience implementing household-level surveys of similar scale;
  • Experience working on fishery-related surveys or surveys with coastal communities preferred
  • Strong capacity and experience in planning and organizing survey logistics
  • Strong capacity in data management and statistical analysis.
  • Strong knowledge in the following software: XXX, SPSS and STATA, or similar ones



In addition to the above consultancy firm experience, the firm will also need to provide a capable team for the assignment. The minimum qualifications of the key staff are:



  1. Principal investigator and research project coordinator who will be the primary person responsible for the technical work and will manage the design and implementation process. At least 8 years of experience in the preparation of surveys, preferably with experience in the Eastern African context.
  2. Statistician with a track record on quantitative surveys and analysis and proficient in multivariate analysis and in manipulating large data sets.
  3. Social scientist with a track record in using qualitative methods and data analysis. Knowledge of Swahili is preferred
  4. Field enumerators should have at least two years’ experience of field work and be fluent in Swahili. All field staff should have at least a college degree and have significant experience with in-depth interviews and focus group discussions.
  5. Additional staffing requirements will be left to the contractor to determine based on the methodology and approach proposed.



The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers; January 2011 revised July,2014  by World Bank Borrowers [(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.

CHAMA CHA WANAWAKE (TAWLAE)

Chama cha wanawake  wataalamu kutoka Wizara ya Kilimo,Mifugo,Uvuvi na Mazingira, Tanzania association of women leaders in agriculture and environment  ( TAWLAE) leo wamefungua rasimi mkutano wa mwaka  wa 21 na kuhudhuriwa na Naibu katibu Mkuu Bi Butamo Philipo kwa  niaba ya waziri wa  Mazingira  Mhe. January Makamba ambao umefanyika  leo katika viwanja vya wizara ya mifugo na uvuvi.

Akiongea katika mkutano huo wenyekiti ya chama cha wanawake viongozi katika kilimo na mazingira Dkt. Sofia Malote amesema Lengo kubwa la mkutano huo ni kuunganisha wakulima na tafiti mbalimbali  zilizoandaliwa na wataalamu hao

 "Maadhimisho ambayo yamebeba kaulimbiu isemayo  uchumi wa viwanda Tanzania wanawake tupo tayari,hapa ni kazi tu".


Aidha Dkt. Sofia Malote amesema kazi ya TAWLAE ni kuwaunganisha wakulima wadogo au wakubwa na tafiti mbalimbali ambaozo  zimetafitiwa hapa nchini  ili kuongeza uwekezaji na ajira kwa watanzania katika kilimo.Akizungumza  katika wasilisho lake Dkt.Malote amesema kilimo kilikuwa na faida ndogo kwa sababu utalaam,teknolojia na juhudi zilikuwa bado hazijatumika vizuri katika kilimo.


Ili kuingia katika uchumi wa viwanda  ni lazima uzalishaji  wa kilimo uwe na  tija uwepo na uboreshaji wa masoko na teknolojia ambapo wataalamu wanawake ndio wanajukumu kubwa katika kuleta mapinduzi ya kilimo alisema Dkt.Malote

UZINDUZI WA NDEGE YA DORIA YA UVUVI KUTOKA MAURITIUS

Uzinduzi wa ndege ya doria inayoitwa Dornier 228 kutoka Serikali ya  Mauritius kwa ajili ya kupambana na  Uvuvi haramu.

Operesheni hii imeshirikisha nchi zote za Magharibi ya Bahari ya Hindi, ambapo ndege ya Coast Guard kutoka serikali  ya Mauritius inatumika kwa ajili ya kufanya doria ili kidhibiti uvuvi haramu.

Bw Hosea Mbilinyi DG Deep Sea Fishing Authority alisema kwenye operesheni za anga uvuvi tunalipa dola 32 na kuchangia asilimia 20 -40 katika kushirikiana kufanya doria ili kudhibiti eneo la uchumi wa bahari.

Mhe. Waziri wa Kilimo, Maliasili  Mifugo na Uvuvi kutoka Zanzibar Hemed Rashid alisema tunatakiwa kulinda Rasilimali za uvuvi na kuwasaidia watanzania ili kuhakikisha nchi inabaki salama na lengo hasa ni Kujenga masoko ya kuunganisha sekta ya uvuvi na Utalii, ambapo mtalii anaweza kuingia na kununua bidha.

Aliendelea kusema Mhe. Waziri "ndani ya uvuvi haramu unaweza kukuta watu wanasafirisha vitu haramu, hvyo tunaomba wananchi wakaelewa bila kulinda rasilimali zetu sisi wenyewe tutaharibu mazao yetu".

Naibu Waziri wa Mifugo na Uvuvi Mhe. Abdallah Ulega alisema tujitahidi kutokomeza uvuvi haramu inaturudisha nyuma watanzania.
Operesheni inayofanyika ni kwa ajili ya kudhibiti uvuvi haramu kwa kufanya doria kwenye anga na maji yetu  kwa kutumia meli na ndege ambapo inashikirikiana kufanya doria kenya na Tanzania.

Hivyo wanashirikiana maafisa kutoka Nchi zote za Magharibi ya Bahari ya Hindi zinazohusika zikiwemo Tanzania,  seychelles, Comoros, Mauritius, Reunion, Mozambique na kuwasiliana angani kama meli ya uvuvi imeonekana Kenya au Tanzania ikivua haramu.

NAIBU WAZIRI APOKELEWA KWA SHANGWE NA WATUMISHI WA WIZARA YA MIFUGO NA UVUVI MAKAO MAKUU DODOMA


NAIBU WAZIRI WIZARA YA MIFUGO NA UVUVI MHE.ABDALLA HAMISI ULEGA AWASILI MAKAO MAKUU YA WIZARA MJINI DODOMA.

Kwa mara ya kwanza tangu ateuliwe na Mhe. Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Dkt.John Pombe Magufuli,Naibu Waziri wa Mifugo na Uvuvi Mhe. Abdalla Hamisi Ulega amewasili makao Makuu ya Wizara,ofisini kwake  Mjini Dodoma na kupokelewa na Viongozi Waandamizi wa Wizara ya Mifugo na Uvuvi.

Katika adhima ya kutimiza kwa Vitendo ule Usemi wa "HAPA KAZI TU" mara tu baada ya kuapishwa kushika nyadhifa hizo,Viongozi hao wawili wa ngazi ya juu kabisa Wizarani yaani Waziri wa Mifugo na Naibu waziri,wamekuwa nje ya ofisi wakishughulika na changamoto za wafugaji na Wavuvi.

Awali Naibu Waziri wa Mifugo na Uvuvi Mhe Abdalla Ulega alifanya ziara katika Mikoa minne ambayo ni Tanga,Kilimanjaro,Arusha na Mara, lengo ikiwa ni kuangalia changamoto mbalimbali za Mifugo inayoingia nchini kutoka nchi Jirani kinyume cha Sheria.

WAFUGAJI TEMBEENI KIFUA MBELE WAZIRI MNAYEE- MPINA

Waziri wa Mifugo na Uvuvi Mhe. Luhaga Mpina  amewataka wafugaji nchini kutembea kifua mbele kwa kumpata yeye kama Waziri mwenye dhamana ya Mifugo, Mpina ameyasema hayo jana aliposhiriki katika zoezi la kupiga chapa Mifugo  katika Kijiji cha Kyelwa kilichopo katika kata ya Katerero Halmashauri ya Wilaya Bukoba mkoani Kagera,  na kuwataka viongozi kuzingatia maadili wakati wa utekelezaji wa zoezi hilo ili kuepuka hujuma na ubaguzi kwa wafugaji.

Waziri Mpina alipofika katika kata ya  Katerero aliwakuta wafugaji wamejitokeza kwa wingi kuunga mkono zoezi la upigaji chapa katika mifugo yao na kushiriki zoezi hilo kwa kuonyesha msisitizo.

Waziri Mpina aliwataka wafugaji  kuleta mifugo yao kupigwa chapa na kusisitiza kwamba zoezi hilo ni la manufaa na faida kwa wafugaji kwani litaweza kuwasiadia kuepuka maambukizi ya magonjwa ya wanyama kwa mifugo yao kwa kutokuchanganyikana na mifugo mingine sambamba na kusaidia upotevu wa mifugo.

Akiongea katika zoezi hilo diwani wa kata ya Katerero Bw. Nuru Abdul Kabendera alisema kuwa, amefurahishwa na ziara ya Waziri Mpina katika kata ya katerero kwani ni mara ya kwanza kwa kata hiyo kupata ugeni kutoka katika ngazi ya juu ya serikali na kumuomba Mpina kupitia Wizara yake kutatua changamoto inayoikabili kata hiyo la  josho la kuoshea ng’ombe ambapo Waziri Mpina amehaidi kuitatua.

Katika hatua nyingine Waziri Mpina ametembelea mapori ya Burigi yaliyopo wilayani Biharamulo ambapo ameupongeza uongozi wa mkoa kwa uperasheni iliyofanyika ya kuondoa mifugo katika mapori tengefu na hifadhi za misitu ambapo amewashuhudia wanyama pori ambao tayari wamerejea katika mapori hayo huku mkuu wa wilaya hiyo Bi Saada Malunda akiwataka wananchi wa wilaya hiyo kutoa ushirikiano katika zoezi la kuondoa mifugo.

Aidha, Mpina amewataka wakuu wa Mikoa ya mipakani kuwasilisha kwake taarifa ya uondoshwaji wa mifugo katika mikoa yao mara baada ya kukamilika kwa zoezi hilo la oparesheni ondoa mifugo.

Waziri Mpina amemaliza ziara yake ya siku mbili mkoani kagera kubwa akiwa ameagiza mifugo yote iliyokamatwa kutoka nje ya nchi itaifishwe na kupigwa mnada haraka sana kwa mujibu wa sheria.



Waziri Mpina na baadhi ya viongozi wa wilaya ya Bukoba wakielekea katika zoezi la upigaji chapa ng'ombe katika kata ya katerero kijijini Kyelwa jana.
