MELI ZA UVUVI KATIKA BAHARI KUU KUTOKA CHINA ZATIA NANGA ZANZIBAR KWA MARA YA KWANZA TAREHE 27/10/2016
Meli
mbilii za Uvuvi katika bahari kuu Tao
Hang 1 na Tao Hang 7 zimetia nanga katika bandari ya Zanzibar kwa mara ya kwanza kwa Madhumuni ya kukaguliwa na
kushusha shehena ya samaki ambao hawawahitaji (Bycatch).
Meli
hizi mbili baada ya kuwasili wataalam wa Uvuvi kutoka mamlaka ya Uvuvi katika
bahari kuu walienda kuikagua iwapo inakidhi vigezo vya Uvuvi katika bahari kuu
na kuzipatia leseni ya Uvuvi hapa kwetu.
Baada
ya ukaguzi meli hizi zilionekana kukidhi matwakwa yaliyokuwa yanahitajika na
zilipewa leseni ya kuvua katika bahari kuu. Aidha samaki ambao walivuliwa kwa
bahati mbaya na ambao wao hawawahitaji walishushwa na kuuzwa kwa wananchi mjini
Zanzibar.

la sharti ya kupewa leseni ni kuleta samaki hao na kuwauzia wananchi katika
nchi husika
Hivi
karibuni serikali ilisimamisha utoaji wa leseni hizi na kuzifanyia maboresho ili serikali iweze
kufaidika zaidi kutokana na Uvuvi katika bahari kuu. Maboresho hayo yamefanyika
na utoaji leseni umeanza kama ilivyopangwa

PROVISION FOR CONSULTANCY SERVICE TO DEVELOP BUSINESS PLAN FOR
NYAMISATI, KILINDONI AND MASOKO PWANI FISH LANDING SITES

The
Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of
the South West Indian Ocean Fisheries Governance and Shared Growth
program – SWIOFish, and intends to apply part
of the proceeds for consulting services.
The consulting services (“the Services”) include
1. Identify and analyze current demand
for the landing sites and likely evolution of that demand over the next 5
years, including revenues earned from that demand and the cost of operation
2. Identify any constraints impeding
current demand or its growth (including regulatory constraints, market
constraints, limited capacity of key stakeholders, competition from other
facilities or technologies, reduction of fish stocks, etc) Maintain regular
liaison with national research institutions and researchers approved by the PRC
to implement SWIOFish research activities;
3. Clearly define the activities,
targets and outputs under each activity; actors involved and linkages within
the system
4. Clearly identify characteristics,
roles and responsibilities of different actors proposed in the operation.
5. Show the operational linkages between
the landing sites and key actors.
6. Spell out the system's sustainability
strategies, both in terms of financial and human resources and identify
short-comings in those strategies;
7. Propose possible sources of funding
and solutions for the more efficient and
the operation of the landing sites
8. Explain how the
landing sites will be monitored, quality controlled and managed
9. Propose
strategies for efficient use available resources in order to increase fish
production
10. Present the operation structure or
set-up and show how it will be done
11. Develop a business plan that
specifies strategies to be used for resource and membership mobilization,
advertising, sales and marketing, distribution, extension and training
delivery, pricing and positioning amongst others sources of financing,
opportunities to improve operating efficiencies (including affordable new
technologies
The assignment is expected to last for four calendar
months.
The
Ministry of Agriculture, Livestock and Fisheries (MALF) now invites eligible Consulting Firms (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria are:
i)
At
least 10 years’ experience in the preparation of public sector medium- and
long- term socio- economic business or action Plans
ii)
A
background in commercial, economic, fisheries management and fisheries
resource-economics, public private partnerships, social enterprises development
or other relevant community development field of study
iii) Demonstrated writing, analytical,
presentation and reporting skills
iv) Experience conducting business planning
and market research with proven results in jurisdictions
v)
Evidence
of experience as a trainer in influencing policy implementation will be an
added advantage.
vi) Availability to travel to the field
sites, and ability to work well with and guide (both in person and from a
distance) a local team.
vii) Demonstrated interest in social
enterprises and experience analysis financial sustainability of non‐profit organizations
viii) Knowledge of the region / country
context will be rated positively

THE FISHERIES SECTOR IN THE UNITED REPUBLIC OF TANZANIA

The

the South West Indian Ocean Fisheries Governance and Shared Growth
program – SWIOFish, and intends to apply part

The consulting services (“the Services”) include
i.
Benchmark
the competitiveness (productivity and costs) of a selected group of fisheries
products against competitors in a representative sample of priority fisheries
value chains.
ii.
Review the
detailed breakdown of costs and productivity for each fisheries product and
identify the main reasons for the productivity and costs gaps (e.g. policy and
regulatory, infrastructure, access to finance, access to markets, human
capital, other market failures).
iii.
Identify the
most important and common constraints for each fisheries product and across the
sample of the selected value chains (four/five priority fisheries value chains.
iv.
Generate
possible practical solutions for addressing the identified constraints.
The main
duties and responsibilities of the VCA Consultant will be as follows;
1. Selection of products for in-depth analysis The study
will focus on the following four/five priority fisheries value chains for both
Mainland and Zanzibar: Small pelagics, Prawn, Tuna (artisanal), Octopus and
Reef fisheries.
2. Selection of countries for benchmarking.
3. Identification of the main cost and quality drivers
along the value chains and hypothesis formulation as to the main constraints to
be investigated.
4. Benchmarking of productivity and key costs.
5. Synthesizing the results to identify the main
constraints to improved economic performance along the value chains
differentiating by type of firm.
6. Developing recommendations and action plan for
SWIOFish to implement.
7. Preparing and disseminating the final reports and
power point presentations
The assignment is expected to last for 18 weeks.
The
Ministry of Agriculture, Livestock and Fisheries (MALF) now invites eligible consulting firms (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria are:
A. Qualified
firm with at least 8 years of experience in developing value chain analysis,
private sector diagnostics, trade and markets, preferably with specific
experience in the wider fisheries sector and or in East African context.
B. The
Consultant should have at least one key staff, the team leader with the
following qualification and Experience:

Ph.D.
or Masters in a relevant discipline related to this consultancy
·
At
least 7 years of experience in advising senior government officials on
analysing and strengthening value chains. Extra credit for specific, proven
experience in the fisheries sector.
·
Excellent
organizational, research, writing and communication skills, Fluent in English
·
Hands-on
and action-oriented approach
·
Extra
credit for work in Tanzania or the South West Indian Ocean
