REQUEST FOR EXPRESSIONS OF INTEREST
Assignment
Title:
PROVISION OF CONSULTANCY SERVICES FOR A SPECIALIST TO CONDUCT MONITORING
AND EVALUATION OF THE SWIOFISH PROJECT IN MAINLAND TANZANIA
Reference No. TENDER No.ME/021/2015-16/SWIOFish/C/21
The
Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of
the South West Indian Ocean Fisheries Governance and Shared Growth
program – SWIOFish, and intends to apply part
of the proceeds for consulting services.
The consulting services (“the Services”) include
i.
Establish an effective results-based M&E
system for the SWIOFish Project in Mainland, including M&E plan;
ii.
Create a culture of evidence-based
decision-making within the PIU;
iii.
Ensure that the M&E system is
strengthened and leading to improved accountability at all levels within the
PIU and beneficiaries;
iv.
Improve the oversight responsibilities and
accountability within the PIU and among stakeholders through adoption of
international management practices;
v.
Capture information that will enable
tracking of outcomes identified in the Results Framework; and
vi.
Build the capacity of all beneficiaries of
the project to collect, collate, analyze, and disseminate information based on
results.
The main
duties and responsibilities of the M &
E Specialist will be:
I.
Develop an M & E system taking account of all
aspects of the project’s
implementation including outputs and outcomes, program plans,
procurement and budget plans, in terms of milestones and agreed dates.
II.
Work closely on all project components, and ensure the
timely, accurate, and
complete data entry into the M&E system, in close collaboration with
those who are involved in this activity. Establish an early warning system that
identifies and addresses implementation bottlenecks. Highlight any quality
issues and slippages to the Project Coordinator.
III.
Assist in the development and maintain the Management
Information System
(MIS) that tracks progress in all project components, ensuring that
implementation targets are met and shared with stakeholders.
IV.
Assist in the development and maintain the DASHBOARD
that tracks vital
indicators in all levels, ensuring that project targets are met and
shared with stakeholders and decision makers.
V.
Coordinate the compilation of project baseline and
comparison data to assess
project results in relation to the baseline and
targets.
VI.
Prepare quarterly, semi-annual, and annual project
reports of high quality that
outline project implementation progress against the Project Development
Objective and associated indicators, and ensure their timely submission to all
relevant stakeholders.
VII.
Coordinate the preparation of annual work plans and
any other plans needed
for project implementation. Ensure overall project knowledge management
(status, progress, issues) and produce specific report or information sharing
tools as appropriate when required by the PIU or other stakeholders involved.
VIII.
Critically review of data collection tools used by
implementing partner’s as
required or where necessary and provide advice in
improving these tools.
IX.
All other tasks mentioned in the PIM, and if required,
update the Project
Implementation Manual.
X.
Strengthen the monitoring and evaluation capacity of
PIU staff and relevant
stakeholders, and strengthen and encourage the use of data for making
decisions.
XI.
Support the project coordinator in preparing and
providing constructive
performance-based feedback to PIU members.
XII.
Undertake any other duties related to the above as may
be assigned by the
Project Coordinator.
The assignment will be
based on periodic contracts spread over the first three years of the project
and renewable subject to satisfactory performance. The M & E Specialist is
expected to work full time (office hours)
The Ministry of Agriculture, Livestock
and Fisheries (MALF) now invites eligible Individual Consultants
(“Consultants”) to indicate their interest in providing the Services.
Consultants should indicate their interest by submitting an up-to-date
Curriculum Vitae (CV) with information demonstrating that they have the
required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Advanced degree in management, natural resources,
fisheries management, environmental management, or related field;
- At least 7 years of work experience in a field
related to natural resources management, fisheries management,
environmental management, livelihoods, and planning or project management.
- At least 5 years of experience in monitoring and
evaluation design and implementation at the project level including data collection
and analysis, data quality assessments, and/or performance monitoring and
reporting.
- Good knowledge of concepts and frameworks for
monitoring and evaluation, and results measurement.
- Knowledge in designing and field testing surveys,
evaluation and other data collection instruments.
- Strong communication and facilitation skills and
the ability to establish good working relationships with colleagues and
stakeholders;
- Demonstrated strong interpersonal skills and the
ability to work with minimal supervision;
- Excellent analytical and quantitative skills
(managing, analyzing, and interpreting data) together with the ability to
write clearly and concisely.
- Good knowledge of database and statistical software
(e.g., MS Excel, SAS, SPSS, STATA, GIS, SPECTRUMan).

Guidelines”), setting forth the World Bank’s policy on conflict of
interest.
A Consultant
will be selected in accordance with the Individual Consultant (IC) method set
out in the Consultant Guidelines.

Expression of Interest CONSULTANCY SERVICES FOR A SPECIALIST TO

the address below by 10.00 hours’ local time on Tuesday 11th January,
2017 at Mvuvi House Room No. 2. Late Expressions of Interest shall not be accepted for
evaluation irrespective of the circumstances.
