SERIKALI KUWATOA SADAKA WATENDAJI WATAKAOZEMBEA UVAMIZIWA
MIFUGO TOKA NCHI JIRANI YA KENYA - MPINA

Serikali haitaweza kuwavumilia watendaji wazembe katika suala zima la uvamizi
wa Mifugo hususani ng’ombe kutoka katika nchi jirani ya Kenya.

Hayo yamebainishwa Wilayani Mwanga na Waziri wa Mifugo na Uvuvi Mhe.
Luhaga Mpina alipozindua rasmi oparesheni maalum ya uvamizi na utambuzi wa
Mifugo hiyo tokea angani.

Mpina alisema kuwa uvamizi wa Mifugo hiyo tokea nchi jirani ya Kenya inaleta
changamoto kubwa ya malisho ya mifugo ya ndani ya nchi inayopelekea migogoro
ya mara kwa mara kati ya wakulima na wafugaji na husababisha mmomonyoko wa
udongo na uharibifu wa mazingira.

Baada ya kupokea taarifa ya timu ya wataalam iliyoongozwa na Katibu Mkuu wa
Wizara Mifugo na Uvuvi (Sekta ya mifugo) Dkt Maria Mashingo, iliyofanya oparesheni hiyo maalum kwa kutumia ndege ya shirika la taifa la hifadhi ya wanyamapori, (TANAPA) taarifa
hiyo iliyobaini kuwepo kwa makundi makubwa ya ng’ombe waliokuwa wakihama
kutoka sehemu moja kwenda nyingine na kuwepo kwa idadi kubwa ya Maboma,

 ''Haiwezekani ng’ombe wanaingia kwa makundi makubwa hivi nchini na
watendaji wa serikali wapo, lazima kutakuwa na shida katika utendaji, Oparesheni
hii itakuwa ni ya mwisho, kwa ng’ombe watakaoingia tena watendaji watatolewa
sadaka.” Alibainisha Mpina.

“Yawezekana ng’ombe wote 4000 ambao inasemekana walitoroshwa hapo awali
wapo, hivyo Oparesheni ianze rasmi tuwakamate ng’ombe wote, tuheshimu sana
sheria, na nchi jirani tushirikiane katika mambo tuliyokubaliana kisheria na lolote
litakalotokea katika suala hili la uvamizi wa Mifugo sheria itachukua mkondo wake
na tusilaumiane” Alisisitiza Mpina.

Awali wataalam waliokuwepo katika oparesheni hiyo maalum waliezeza kuwa
mifugo mingi iliyoonekana kutokea angani ilikuwa zaidi katika maeneo ya malisho
na maji ya vijiji vya  kiti cha Mungu,njiapanda,kirya na kitongoi cha Mangulai.
Timu ya wataalamu kutoka Wizara ya Mifugo na Uvuvi kushirikiana na kamati ya
ulinzi na usalama ya Wilya ya Mwanga imeingia kazini tayari kwa kuanza
oparesheni hiyo maalum.




Katika picha kikosi kazi maalum cha oparesheni ya angani ya ukaguzi wa uvamizi wa mifugo katika Wilaya ya Mwanga inayotokea katika nchi jirani ya Kenya , mbele ni rubani wa ndege hiyo maalum ya TANAPA Bw. Mark Athumani akiongoza ujumbe huo kupanda ndege katika uwanja wa kimataifa wa ndege wa Kilimanjaro (KIA).


Waziri wa Mifugo na Uvuvi Mhe. Luhaga Mpina akiongea na kikosi kazi maalum kikiongozwa na Katibu Mkuu wa Wizara hiyo Dkt Maria Mashingo na Rubani wa ndege hiyo  maalum ya TANAPA Bw. Mark Athumani walipokuwa wakijiandaa kwenda kwenye oparesheni maalum ya angani ya ukaguzi wa uvamizi wa mifugo katika wilaya ya Mwanga wanaotokea katika Nchi jirani ya Kenya.


Waziri Mpina akimpungia mkono Katibu Mkuu wa Wizara ya Mifugo na Uvivi Dkt Maria Mashingo akiwa na baadhi ya wajumbe wakiingia  kupanda ndege maalum kuanza oparesheni ya ukaguzi wa uvamizi wa mifugo katika Wilaya ya Mwanga wakitokea Kenya

Expression of Interest

1.    This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in Daily news Issue no. 354630003 dated 21st  August 2017

2.    The Government of the United Republic of Tanzania has set aside funds for the operation of the Ministry of Agriculture, Livestock and Fisheries during the financial year 2017/2018, It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Provision of Consultancy Services for Conducting a Feasibility Study, Design and Costing for Construction of Fishing Harbor

3.   The Permanent  Secretary, Ministry of Agriculture, Livestock and Fisheries now invites eligible “firms” to indicate their interest in providing the services which include Conducting a Feasibility Study, Design and Costing for Construction of Fishing Harbor. The main objective of the Consultancy services is to prepare a study to determine economic, financial, technical and environmental viability of developing a Modern Fishing Harbor along the coastline of Indian Ocean in Tanzania.

4.    Interested “firms” must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.


5.    A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 – Government Notice No. 446 (hereinafter called Procurement Regulations).

6.    Selection will be conducted through the Quality and Cost based Selection (QCBS) procedures specified in the Public Procurement Regulations.

7.    Interested eligible consultants may obtain further information from the Office of the Secretary, Ministerial Tender Board RoomNo 2 Mvuvi House of the Ministry of Agriculture, Livestock and Fisheries,Veterinary Complex, 131 Nelson Mandela Road P.O. Box 9152, 15487 Dar es Salaamfrom 08.30 to 15.00 hours on Monday to Friday inclusive except on public holidays.

9.    Late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
